What about Pokhara in Nepal? Also cheap accomodation and food.
What about Samosir island in Sumatra, Indonesia ? Cheapest accomodation, cheap local food, and cheap scooter rental.

How do you comminicate with the locals though? Can you communicate in English in Vietnam, Thailand, Bali and Malaysia? I know people speak English in the Philippines.
I dont agree with your options, The Philippines has the worst internet and worse infrastructure. bali is the same and all these places are expensive, Vietnam has poor beaches and pollution, thailand is better overall
I wouldn’t put siargao because it’s in MINDANAO, a place where kidnappings happens with tourist, avoid sulu archipelago’s and all mindanao if you care about your safety and life.
